These regulations at the Admiralty
I enclose a copy of a letter which has been sent to me, and a copy of the draft regulations that have been suggested.
It is desirable that the matters in question should be dealt with by additional ordinary Regulations, confidentially, by the C. & C. in Harbour.
Their memorandum, No. 186, has been circulated to you, and you will see that the L. C. are of opinion that certain regulations require modification. In this view I concur.
In making alterations, it will be better to change the form in which these Regulations have been issued instead of Special Communication being addressed to the officers in command of foreign ships of war.
I request you to submit to me the draft Harbour Regulations accordingly.
